The underlying reason is what the file actually contains. MDN's common media types reference shows that a PDF is identified by its media type rather than its extension, and a PDF built from a photograph holds an image, not text. Nothing downstream can read a word of it, however clean it looks on screen.

Keeping the file small enough to upload

Image-based PDFs are large by nature, because every page is a photograph. Modern phone cameras make this worse, since a single image can be several megabytes.

If your converted file is over the form's limit, compress the PDF and check readability afterwards. Text in a scan degrades faster than you expect under heavy compression.
